UK Gambling Commission Launches Financial Risk Assessments for High Spenders

The UK Gambling Commission has announced a phased rollout of Financial Risk Assessments for online gamblers exceeding a £5,000 net deposit threshold. Industry stakeholders and legal experts have raised concerns regarding data reliability and potential economic impacts on operators.

Assessment Mechanism and Rollout

On Tuesday, the regulator confirmed that checks will be triggered for players surpassing a £5,000 net deposit within a rolling 24-hour period. These assessments will be conducted by credit reference agencies and are designed to be document-free without affecting customer credit scores. The Commission stated the process aims to be frictionless for users.

Legal experts have questioned the readiness of the system to handle data inconsistencies identified during pilot testing. Chris Elliott of Wiggin Partner noted that discrepancies in credit reference agency outputs remain unresolved. He also highlighted industry fears that Gross Gambling Yield reductions may stem from customers leaving rather than just financial distress.

Melanie Ellis of Northridge Law echoed these concerns, pointing out that different agencies often return varying results for the same customer.

Shadow gambling minister Louie French urged the government to take control of the Commission following the announcement. The British Horseracing Authority criticized the measures as excessive intrusion and cited potential economic risks. While the Commission promised no immediate enforcement action against non-compliant operators, further guidance on proportionate actions is pending.
